AN ACT
1. Short title
This Bill may be cited as "The National Roads and Highway Safety Act of 2019".
Section 1.
An Act outlining the requirements for an individual to obtain a beginner's permit or driver's licences.
Section 2.
This Act is to insure the safety of the public and to insure that those individuals that have obtained a beginner's permit or driver's licences meet all of the requirements and qualifications making our roads in Boshka a safer place.
Section 3.
(A) Definitions
(1) Beginner's Permit -
A beginner's permit allows an individual of the age of 15 to 18 to drive from 6 a.m. to midnight with a licensed driver, who is at least 21 and has at least one year of experience, in the front seat of the vehicle after passing the written road test. This allows the driver to gain the necessary skills in order to obtain a regular driver's license.
(2) Driver's License -
A driver's license is an official document, often plastic and the size of a credit card, permitting a specific individual to operate one or more types of motorized vehicles, such as a motorcycle, car, truck, or bus on a public road after passing the road test.
(3) Written Road Test -
A written or oral test (theory test) to confirm a person's knowledge of driving and relevant rules and laws.
(4) Road Test -
A test on the road of a person's driving ability as a requirement for a driver's license
Section 4.
The following are the requirements to obtain a beginner's permit:
- Must be at least 15 years old. (If the individual is under 18, a legal parent/guardian or responsible adult must sign all documents.)
- Must pass the vision test with 20/20 vision. With or without corrective lenses.
- Must pass the knowledge test/written test.
- The following documents are required: Original birth certificate, social security card, two proofs of current physical residency.
Beginner's permits are valid for up to one year. At that time, individuals must apply for a regular driver's license or re-new the beginner's permit.
The following are the requirements to obtain a regular driver's license:
- Must be at least 17 or 18 years old. (If the individual is under 18, a legal parent/guardian or responsible adult must sign all documents.)
If the individual is less than 18, the following is required: Beginner's permit must not be expired. Must have held a beginner's permit for 180 days. Not been found at fault in any accidents, and have not received any traffic violations from the first day of issue till the day of the road test. If the individual does not meet these requirements, then they must wait until their 18th birthday.
- Must pass the vision test with 20/20 vision. With or without corrective lenses.
- Must pass the road test.
- The following documents are required: Original birth certificate, social security card, two proofs of current physical residency.
Regular driver's licenses are valid for up to eight (8) years. At that time, individuals must renew their driver's license.
Individuals who do not re-new their beginner's permit or regular driver's license at the time of expiry, they have 90 days to renew. If the license is not renewed within the 90 day grace period, the individual must re-apply for the license and must re-take the written/road test.
Section 5.
For individuals 70 and older:
Section 4 applies to all individuals, in addition to the following:
- In a addition to the requirements, the individual must submit a signed documentation of a passed reflex exam from a physician.
Individuals 70 and older must re-new their regular licence every five (5) years.
- At each re-renewal, the individual must re-take the road test and present an updated reflex exam documentation.
Section 6.
If this Act should pass, the law will become in effect on 1 August 2019.
